Emperor as President of the General Assembly

Emperor as President. The Emperor is the President of the General Assembly. He holds the supreme power of the Assembly, which he is always able to exercise freely.

Service Time. The Emperor serves during good behavior, and shall not be removed, than according to the Constitution of the Holy American Empire.

Emperor's Powers. The Emperor has the power to execute and enforce the resolutions, laws, and rules of the Assembly, and to preside over meetings and sessions thereof. He retains the power to vote, debate, and resolve during meetings; and shall present priority resolutions to the floor. The Emperor has the power of the signature and veto; and this extends to resolutions entire, as well as sections and amendments by piece.

Emperor's Compensation. The Emperor shall receive a compensation for his services in the form of subscription proceeds.

Signature and Veto of Resolutions. Before any resolution shall become law, the Emperor shall sign it. Whenever a resolution becomes favored, the Emperor will view it. He will take at least three days to decide his action; and no more than seven days. In exceptional cases he may decide to act sooner or later than three or seven days, accordingly. Then he will sign or veto the resolution.

As used herein, a day excludes Sundays.
