On the deliberative rules of the General Assembly.

Serving. Every man who is actualized and wise shall serve in the General Assembly, and each member thereof shall have one vote.

Standard Deliberative Procedure. Rules of Order, Newly Revised shall be the standard set of rules for deliberative procedure in the General Assembly, yet no rule shall conflict with any prior law of the Assembly or the Empire, nor anything established in these bylaws.

Presumptive Quorum. Two Members of the Assembly shall constitute a presumptive quorum.

Punishment for Violations. The Emperor may remove Assembly members.

Further Rules. The General Assembly may set other rules on orderly behavior and establish punishments for disorderly behavior.

Committees. The Assembly has the power to create committees. The Emperor is the automatic presiding officer of every committee. However, every committee can establish its own presiding officer in his absence; and can appoint its own members, and determine its own rules.
