Section 1
Effective
All wrongs which cause direct material damage to society in general, considered in its social aggregate capacity, are crimes.
Section 2
Under Consideration
There are three main punishments of the Holy American Empire for crimes.
A. Banishment is removal from the Empire, the severing of all contact with that person by the subjects thereof.
B. Exile is temporary banishment.
C. A charge is a fine based on a relative percentage of the person’s annual income.
